A controversy in the Guelmim-Wadnoun region hardly ends until another begins, in a series that started weeks ago and continues in continuous episodes, linked by a thin thread that is directly related to accusations related to the squandering of public funds facing President Mubaraka Bouaida, according to the opposition team in the council of the same region.
In connection with this issue, Ibrahim Hanana, a member of the opposition team in the Guelmim-Wadnoun region, said that Mubaraka Bouaida agreed to mark the food deals in the amount of 4,120,000,00 dirhams (equivalent to 412 million centimes) within two months, and she paid more than 250 million centimes of the said amount pending the remainder.
Hanana explained, in a post on his Facebook account, that “this deal relates to feeding approximately 9,000 people distributed on 900 tables,” asking about “the identity of those targeted in the feeding process within a period not exceeding two or three months,” citing the opposition’s availability of “ Documents confirming that the feeding budget did not exceed 30 million centimeters in the period between January 2022 and the beginning of September of the same year.
The member of the opposition in the Guelmim-Wadnoun region stated that the serious matter in the matter is “concluding a deal with a contractor close to the surroundings for an amount of 192 million centimes, meaning that one table cost more than 7,200 dirhams, and an invoice amount of more than 80 million centimes was paid in just 8 days, at a rate of 10 Millions of years for the day of feeding after marking, knowing that during this period the party did not know any activity, and we bear full responsibility in everything we say.
In a statement to Hespress newspaper, the same spokesman said that the position of the opposition on the issue “is not new today, but rather it was previously discussed in the course of the session during which the issue of a large inflation in the management budget was raised, especially reception and feeding, and it was warned that the numbers listed are grounds for corruption, but all The remarks were met by the president with a policy of deaf ears.
For this reason, Hanana adds, “we reject this waste and financial waste, and what we published today is a reminder and an exposure of these violations, especially since the issue is not only a waste and waste of public money, but also a suspicion of a fictitious contract, especially if we recall the history of one of the contracts related to feeding.” Which never coincides with any activity carried out by the entity.
--And he continued, saying: “After the ax fell on the head, and hundreds of millions evaporated out of place, we demand the enforcement of the law and the need for oversight institutions to assume their responsibilities, because it is inconceivable that despite all these management scandals about the presidency that we published as an opposition, the council of the region has not been known since the beginning of this mandate.” To this day, the visit of any officials, whether from the Supreme Council of Accounts or from the General Inspectorate of the Ministry of the Interior, which raises to us as an opposition, as well as among the public street, a set of questions, and we also ask the Public Prosecution to decide on the complaint that was previously filed by a member of the party, Muhammad Abu Darar on the subject.
Hanana continued, “We, as a citizen opposition, did not limit our role to pleading inside and outside the parliament, but rather when it was proven to us and documents that there is a suspicion of violations punishable by law, we have played our constitutional role by taking legal means, as we have filed a complaint with the Public Money Crimes Department of the Court of Appeal in Marrakech. We are waiting impatiently. its updates.”
The same elected official indicated that “the opposition in the Guelmim-Ouednoun region’s council also filed several appeals with the Administrative Court in Agadir to cancel and stop the implementation of several deals marred by legal violations, such as the dyeing and dams deal, which the court will begin at the end of this month in its decision-making sessions, without forgetting other correspondences to the Minister of Interior.” The intention is to apply Article 67 and activate the impeachment procedure due to the clear presence of the president in the event of a conflict of interest, in addition to her commission of several violations.
In order to obtain the opinion of the Guelmim-Wadnoun council regarding the issue, Hespress tried to contact President Mubaraka Bouaida by phone without an answer, which prompted us to communicate with her via a short text message through which we learned our identity and the subject of the communication, before we received a similar message from her apologizing for her inability to Communicate with us on the grounds of her presence in a meeting and refer us to the communication officer.
Considering that the issue concerns the head of the entity personally, given that she is the first and last responsible for the budget, like the rest of the heads of the elected councils, we confirmed to her in our answer via text message that we are ready to wait until she finishes the meeting work, which we did and we waited about two hours to repeat the call again However, all our attempts failed.
